TRying to get into Balmung on weekends can be tough. (A lot of people likely leave their characters in positions that the AFK timer can't/won't kick out).
I've found the best times are approximately 2AM-6AM Pacific time Tuesday-Thursday, which should guarantee the most people at work/asleep.

I should slightly clarify, Tuesday through Thursday (so Tues/Wd/Thurs).
Of course, with the expansion out, on Tuesday, you can be assured there are going to be people who took time off of work to play it ASAP. ...so while those times have worked well for me, the server is likely going to be very full for a couple weeks as everyone goes through the new content. (Shiny new thing syndrome)
