Might have just been the primal offered; chances are a lot of people don't really see fighting Shiva as making much sense considering the current story of the game.

I don't know, I could see there being a faction of the "heretics" who don't want peace with Ishgard and want Shiva back to lead them to glory or think they can use her to further their own control of that faction. Using crystals and the prayers of their followers to summon another Shiva primal...this one though they probably wouldn't be able to control, but I doubt they would understand the only reason Iceheart could control her primal form was because of the echo.

I've still been interested in this, it was just on break for so long I stopped checking regularly. Sad Sad to see I missed it though, randomly decided to stop by this morning and see what's been going on.

You didn't miss it. The Shiva event was cancelled and since then, there has been no update at all on this thread. I fear this event is basically over.
