The -Greater- Refugee Crisis

Everyone within the realm of Thanalan should already be more than aware of the mounting concerns regarding the refugees, and the stagnant efforts to alleviate the growing strain of their upkeep. This issue has only multiplied with the nigh daily addition of foreigners from all reaches of Hydaelyn - from the tribal Xaela, to Doman citizens, and even displaced adventurers masquerading as such to secure a handout...

What you may not be wholly aware of, however, is that within these tempestuous communities of outcasts and dregs, there is a greater concern budding within. It has been reported frequently that many individuals have been carried off into the night, never to be seen or heard from again - speculation abounds to the reason and rationale, given how difficult it is to document each and every soul and their grudges, but the popular theory is that they are being coerced into relative solitude before being cast in bonds and sold as slaves among the wealthy elite or criminal underworld.

The Brass Blades could not be reached for comment, and the Immortal Flames had just as little to contribute. Even the Syndicate and Monetarist parties have naught but silence to offer, as if speaking upon it might somehow make it reality; This issue, despite their firm intent to seemingly ignore it, is omnipresent. Men, women, and children alike disappear daily for the sole reason that they've the makings of prey without firm walls, or kinsfolk behind them to claim... and life continues as usual for those within, further casting light on the wide divide between the social castes, and the refugees seeking succor from them.
