I'd wager it's a mixture of the login server getting hammered at all times of day from Balmungites wanting to get in, the priorities for that queue being something like this : > Existing Character > Transfer From Other Server > New Character In addition to Server Wonkiness that can disconnect people, adding to the Login queue. Permalogins may affect login server in a way we haven't anticipated.
