All primals must be summoned by someone/a group of people and they are nothing but a physical embodiment of the desires and wishes of those who summon them. In addition a Primal's body immediately dissipates upon its death so it would not be able to be broken down into crystals, or at least there is nothing in lore that suggests that being possible seeing as the closest thing would be white auracite but that is extremely temporary.
That is... incorrect though.
Shiva and avatar-Thordan are prime example of willingly and conscious summoned primals. They are special in that the Scions were very surprised to see something like this being possible.
Shiva, as well as Thordan, are living mortals turned into primal forms as long as they have enough energy at their disposal for doing so (Iceheart/Shiva with your usual fare of crystals, Thordan with the aether-infused eye of Nidhogg).
I also believe that White auracite, or at least auracite (we are still not sure of the difference between both), is actually perfectly able to capture and hold a primal almost indefinitely, at least of the standard kind (maybe not an eikon like the warring triad or bahamut, but that's speculation). We know it's only temporary in the case of Ascians considering their power.
However, we also know that the Warriors of Light of the 13rd Shard (the shard that turned into the Void), like Cuchulainn, used auracite in their weapons to siphon primal energies and imprison them inside, using them as a source of power. We also know that the seal is not perfect (as it seems to always be the case with auracite) and it allowed those corrupted energies to sip through it and taint those Warriors of Light progressively, turning them into voidsent monsters of incredible strength.
