Kicking afk players won't be helping with that in the least. It is the fact the server has reached it's population limit of online AND offline characters.
What it does help with this error  Better known as 1017. If afk players (those who won't be away for over a half hour or more to sleep, work, do things around the house, errands, etc) would be kind and respectful enough to log out this would allow other people to get in. Sadly a lot of people will not heed the advice on this forum. I'm not saying anyone here is greedy, or selfish, but there are people like that out in the world who play this game. They feel that they are entitled to stay logged in, but when people fail to realize is that newer players (those without the early access) can't get in the game to play. It also sucks for those new players because there are character creation restrictions.Â
Long story short; it's solve the 1017, but not the character restrictions.
I don't actually think that's the case. Â The servers are manually locked, but they said that it was in an effort to keep yet more people from trying to play on them when they're already slammed. Â Initially after Beta 4/Early Access started, they would lock some servers, then unlock them later when the population pressure eased. Â That's how I was able to make Liadan the Saturday morning after Beta 4 started. Â I know people who were able to make characters on both Balmung and Gilgamesh during the wee hours of the morning during Early Access, but at some point they must have felt that they simply couldn't allow that because of the great pressure on those servers from logins.
The thing is, character data doesn't take up space on the server itself, nor is it preventing you from logging in. Â You could have 1 character made on a server, or 100k and it wouldn't make a huge amount of difference. Â Even on the highest population servers in WoW, the currently online population is like, 1/8th (if that) of the actual number of characters that exist on that server. Â So there's nothing to suggest that Square won't actually open up character creation once the servers are upgraded and stabilized.
