Mixed race (as opposed to mixed clan) characters are possible, yet supremely rare according to the devs, so I don't think most people have given that a lot of thought.
As for mixed clan characters, it seems to be dependent on the cultural sensitivities and personalities of those involved. I've seen Keeper and Seeker couples use a Keeper given name and a Seeker surname and vice-versa, based on the personalities of the characters involved. In short, it's a lot like real life. On the plus side, this gives you a fair amount of narrative freedom; you can use your character's name to expound on her parents and thus her upbringing.
