I've actually done some DirectX programming, and the specific error you get when you Alt-Tab out is indicative of a bug. When you Alt-Tab away from a full screen DirectX program, its drawing surface is invalidated and it can no longer render. The "standard" response to this is basically to pause rendering until you can acquire the surface again. An alternative approach, which is what EQ2 does, is to enter windowed mode automatically when you lose focus, in which case you can continue rendering as a windowed surface is never invalidated.
Not doing either of these may be a design choice, but it's a bad design choice. Hopefully they'll get around to fixing it, or will try to get into Games for Windows Live and will be forced by Microsoft to fix it.
