The Maelstrom is actually training some of their marauders in the Warrior way so a Sea Wolf, or any race, can become a warrior now.
There's also nothing that stops a Hellsguard from traveling to Limsa Lominsa. The entirety of the Warrior questline takes place in La Noscea. The Hellsguard who populate Ul'dah do so because they are mercenaries or adventurers who left their home in Abalathia's Spine. But nothing prevents one from deciding privateering in Limsa might be more lucrative. There was also a Warrior in the Company of Heroes, a Lominsan mercrnary group.
