I think that joining a linkshell or two (or three, or four - whatever you can reasonably handle) is a great way to go!
There are some OOC linkshells for RP-based networking, but I think there are many that are treated as IC devices (my own linkshell included.) It really depends on the linkshell, but I think there's definitely a healthy mix of IC and OoC linkshells out there!
Another good way to get a feel for things is to attend an event, or perhaps many different events. Each event comes with its own flavor and set of activities, so even if you don't have much fun at one, I think it's always worth rolling the dice again on another.
