This was a major issue when people were first trying to set up sub accounts at the beginning of their paid service. I don't know how most got around it.
Curiously enough I would get those same errors on my gaming PC, yet when I entered the info on my wives older laptop, it went right through. Something with the browser I think. And now that it's been a while, even my gaming PC gets things through.
When I had the issue I checked with my bank to confirm all charges were being accepted. They were. I contacted the payment service company (I forget the name) that SE uses, I contacted SE, none of it helped.
