  1. I agree. The guide is nice but you are expecting everyone to follow it. The issue then becomes when you are interrupting someone's roleplay to push the 'law' on someone who did not wish to partake in the first place. I know why you made this post and anyone on Tumblr can find it. That's silly. If you're roleplaying in the world, you should expect the average person to abide by the rules of that world. If I encountered someone who was very obviously breaking some sort of law, my character wouldn't act like it was normal. He would at least be confused and note that something was wrong. The guide is for people to understand how things are supposed to go in this place that not many people have had time to get familiar with. There's nothing wrong with giving people information about how things are supposed to work in the world they're playing in. The problem is you are speaking of Murdering or a straight up attack in the public eye. That? I expect Law enforcement to step in. What started this post was nothing even close to that. Just two people Roleplaying about traveling and then being called illegal and attempted to be arrested. I still stand by that this is a fine guide for people interested in Law Enforcement in Kugane, but it doesn't matter if it is open world or not; No everyone wants to RP inside a house all day and there isn't private zones. JUST ASK before engaging! It is just a courtesy. Howdy there! As one of the two individuals who were involved in a recent situation involving the 'law' in Kugane, I did want to come forward with my own comment as well. As Rowena had said, asking is a sure-fire way to make sure certain RP is okay with folk when approaching! For example, if two folk are outweighing the pros and cons between taking someone in alive, or collecting a bounty on their head, that's not quite a proper reason to take someone into custody, etc. Hello sir or madam, I would like to correct you in that my character did not approach in regards to whatever you and your friend may have been discussing at the time. My character approached because she saw two presumed foreigners, amid a string of incidents wherein other foreigners had mistakenly docked at the wrong pier, loitering about at Pier #1. She gave a light reaction to the end part of your continued post wherein you mentioned something about killing a person but made no further comment on it. So she approached, asked for a reason as to why you and your friend's character were there, and when it was made known that your two characters were foreigners, asked for documentation of their legal entry into the city. Your character then proceeded to state that they had no documentation on their person, save for your friend who flashed a letter of some sort, but then stated that the documentation was available with the customs officials. My character then asked both of your characters to accompany her to the pier to confirm the legitimacy of your character's statement. My reasoning behind such was that it would not do to have two potential illegal aliens wandering about the city to go engage in a potentially time consuming process, particularly since this isn't the modern age and one can't simply type in a name into a database and see all the relevant information. But I digress. You and your friend's characters refused to go with my character, citing more pressing matters to attend to, at which point my character turned it into an order. After your characters' refusal to comply, she performed an action to summon reinforcements to thereby attempt to take both of your characters into custody until such time as your status could be confirmed, at which point your friend godmodded a departure which lead to my blacklisting of you and your friend. I will admit that my own actions can be interpreted as godmodding as well and will admit fault there. I would like to point out that at no point was it made clear to me OOCly that you two were RPing a private scene. I will accept fault in not asking for permission to engage in the scene prior to initiating as well. I was unaware of such a custom in public open world RP, and will thereby be making efforts to alter my behavior to accommodate such should I again choose to engage in RP. I would also like to point out that there was a steady escalation in my character's response to your characters' actions. The steady evasion and refusal to comply only compounded my character's suspicion which led to her attempt to arrest. She did not simply jump in and attempt to arrest some random people. She jumped in, made inquiries, had said inquiries deflected, and then proceeded an attempt to arrest due to there being enough reason to reasonably doubt their alibi. Regardless, I've undoubtedly irreparably damaged what little credibility I'd established within the community. I'll leave the OP up in the event that others wish to use it and refrain from commenting further, in addition to withdrawing my character from the RP community. Further communication directed to me may be taken to private messages. To the moderators, locking this thread is your decision. I'd simply prefer not to see it apparently blow up any more than it already has.

You are free to RP how you wish but to anyone who reads this and wishes to Roleplay as a law enforcement, Be kind and ask before approaching. Some people may be in the middle of a plot with limited time or they may be open for it! There is one simple rule when trying to roleplay as any type of law enforcement: ALWAYS ASK BEFORE ENGAGING IN ROLEPLAY "I know why you made this post and anyone on Tumblr can find it." I take exception to this statement. I don't know who you are, I don't believe I've ever interacted with you and I don't know who you seem to think I am. I have a tumblr that I have only ever reblogged things on. My last post on that that wasn't reblogged from someone else was a pair of screenshots of a bunch of people running around in Garlean uniforms prior to the last maintenance. To address the wider issue that my wording has apparently spawned. My intent was to simply to share information since those "hiccups" I mentioned were born from what I presume to be a lack of knowledge. If my OP reads as something to be taken as gospel then I apologise. I thought the word "guide" would have been indicative enough, but apparently not. Readers are free to do what they will with the information presented.
  3. Hello, and thank you for taking the time to read this. Thought I might try to type up a guide of sorts for those who are RPing their foreign character's first time in Kugane given the various hiccups I've seen in the past two weeks of RPing as a Sekiseigumi. It's not a comprehensive guide though, so I apologise for that. Things may be added or removed as needed pending future information. So it's your character's first time setting foot in Kugane, but what's this? You've elected to disembark at the Short Pier or Pier #1. Sorry to tell you this, but that's an illegal entry. If the Sekiseigumi caught you, you'd be facing arrest or execution. At least, that's how the NPC Sekiseigumi would probably react. PCs are probably going to opt for a more moderate response to avoid stepping on anyone's toes. Without exception, all foreign vessels must dock at Pier #2, the dock where the Scions of the Seventh Dawn first arrived. So that's the ship and cargo covered, but what about the passengers? The Scions aren't shown to go through any sort of documentation, but I believe that can be ascribed to SE not going into the minutiae of entry to Kugane. It is likely that there's some form of documentation of foreigners within Kugane upon entry. Right, so you've finally got through customs. What next? Well, if you aren't drained from the months long boat ride over from (presumably) Eorzea, you might consider taking in the sights. That tower with the green roofing in front of you is the Shiokaze Hostelry, the "first and final stop for a great many people from a great many places". Contrary to the definition of the word "hostelry", the place is not an inn, but a tavern, Kugane's "premier purveyor of intoxicating beverages" as a matter of fact. It offers an "unmatched selection of junmaishu, a rice wine that is very pure and rich in flavor". It is also likely that they serve foreign spirits and other such alcohol. Other than intoxicating beverages, it also serves a variety of Hingan cuisine. Among the items are popular staples such as sushi, miso soup, rice, tsukemono, tempura and grilled fish. The items used in sushi appear to be shrimp, salmon, tuna, whitefish, and salmon roe. Done filling your belly? You might consider attuning to the aetheryte in Tenkonto if you're so inclined, or maybe even peruse the market stalls in Kogane Dori just to the south, across the bridge. Goods from both near and far can be found in colorful avenue. 'Tis even home to the Mujikoza, Kugane's theatre. Further south, one can find the Ijin District, home to the Thavnairian and Garlean consulates, as well as the local offices of the East Aldenard Trading Company. West of the Ijin District is Pier #1, lined with storehouses and home to Kokajiya, a famous forge that frequently receives various commissions from both local and foreign customers. Pier #1 and the Short Pier likely service local vessels, hence why foreign ones must dock at Pier #2. And now to the north. The Rakuza District. Aside from yet more vendor stalls, here you'll find the Bokairo Inn and the Bokaisen Hot Springs, as well as the flower district, Sanjo Hanamachi, if you seek more carnal pleasures. The Bokairo Inn is the first choice for accommodations for the countless merchants and dignitaries who pass through the port of Kugane. Guests are free to make use of the adjacent hot springs, and many often find it to be quite the experience. The Bokaisen Hot Springs is famed for its purported healing properties as well as its sweeping ocean view. While the public baths are largely mixed gender in Hingashi and Hingan custom dictates that one bathes naked, in Kugane, a melting pot of myriad cultures and creeds, one is expected to don not one's nameday but a bathing suit. East of the Rakuza District lies the home of the stalwart protectors of Kugane. The Sekiseigumi. Foreign and local lawbreakers are oft dealt with severely. Arrest is the least one could expect, and it is not uncommon for troublesome recalcitrants to be cut down where they stand. Indeed, not even the mighty Garleans have extraterritorial privileges. All must abide by Hingan law while in Kugane. There are no exceptions. Save for those who know the right people and have sufficient coin. Aside from roaming patrols, the Sekiseigumi also maintain a number of watchtowers dotting the skyline of Kugane. Of the various laws governing Kugane, of paramount importance to foreign visitors is the law barring violence within the city. This law includes self-defense, so if accosted, it is paramount that you do not engage your attackers and flee as best you can. As the Sekiseigumi maintain watchtowers and patrols at all hours, it is unlikely that your attackers will pursue you if you move into open areas frequented by the public. Further east, and sequestered from the city proper by grand gates, lies Kugane Castle, home of the lord bugyo. From here, he administers Kugane, a no doubt difficult and involved task due to its status as the sole open port of Hingashi. There isn't much more information available in the current patch about Hingan government, unfortunately. Again, thank you for taking the time to read through this post. I edited the OP the previous evening to allow for those unaffiliated with the Sekiseigumi who are interested in regular general or antagonistic interactions in the small addendum (second paragraph). I am unsure if the wording is unclear or not, so if you know a better way to phrase it, please inform me. In regards to the race restriction, I also edited in my reasoning for the decision not long before this reply to your post. I simply wish to avoid a situation like the one Dragoon RPers had to deal with, wherein SE stated that Ishgard only had like, ten active capital-D Dragoons, so all the Ishgard-affiliated Dragoon RPers had to scramble for a reason as to why they were suddenly not an active Dragoon and such. So I'm just going off the races represented through Sekiseigumi NPCs, which use Midlander (majority) and Hellsguard (relative minority) character models. I scoured Kugane for Raen, but they only appeared as sailors and merchants unless I missed someone, which is not impossible. So unless there's a levequest or other source that mentions Raen Sekiseigumi, then there's no representation of that race in the organisation at this time. To be frank, I think the lack of representation is laziness on SE's part. In the 60-70 SAM questline, they reuse the same three male Midlander models in various cutscenes, so my personal opinion is that they just didn't care to add more variety to the models. Or maybe they forgot about Raen. Or maybe Raen are now all fish lizards of some kind instead of mountain people since the folks in Sui-no-Sato talk like they're representative of the Raen population and all the other Raen outside of the village in-game have mostly been involved with maritime occupations. I dunno. But until further information is released, I, again, would prefer to err on the side of caution. Easier to ease up on restriction than to clamp down on it.

  6. This is an OOC linkshell primarily intended to connect those who are interested in or currently are RPing a member of the Sekiseigumi in Kugane. Addendum: A secondary intention is also to connect those who may be interested in regular general or antagonistic interactions with Sekiseigumi RPers. Contact info: Please send a tell to Wise Judge if you'd like an invitation to the linkshell. Note that you may be asked to present your Sekiseigumi character first to confirm their race. Restrictions: Pending further possible information in future patches on the Sekiseigumi organisation's racial composition, this LS is currently only accepting Hingan (natives of Hingashi) characters using Midlander or Hellsguard character models in regards to Sekiseigumi characters. Reasoning: At this point, there are no Raen Sekiseigumi NPCs, (unless they're all hanging out in Shirogane). As such, I prefer to err on the side of caution rather than risk, however negligible the possibility may be, that Square Enix might go in a future patch, "Oh, the Sekiseigumi don't take in Raen for X reason," thus necessitating a potential culling in order to remain lore compliant. In my opinion, it would far simpler to simply be restrictive at this time and then, should there be Raen NPCs in the future, open up the linkshell to them rather than risk the previously mentioned situation. [*]There is no gender restriction at this time. [*]The Sekiseigumi has been stated to be made up of commoners. As such, those characters of already established samurai, noble, or otherwise privileged descent will be accepted pending a review of their character's reasons for joining (To clarify, this applies if your character is supposed to already be a member of the Sekiseigumi). New recruits of the Sekiseigumi are exempt, as are ronin. Why this isn't IC as well: To my knowledge, there is no information at this time that suggests that Far Eastern organisations make use of linkshells/pearls. Outfit: Until such time that SE deigns to release a similar or preferably same outfit as the Sekiseigumi uniform, RPers of such characters will be forced to improvise. At this time, I suggest using the level 66, i279 Striking gear (Doman Steel, Marid Leather) with the chestpiece/legs dyed Wine Red and gauntlets/boots dyed Soot Black for an "armored Sekiseigumi" look which can be handwaved away as a response to an influx of more heavily armed foreigners (the Shinsengumi, which the Sekiseigumi are based off of, did wear light mail suits under their robes, and the reasoning for the "escalation" seems sound). The Sekiseigumi mon (emblem) can be described as being on the back of the coat in the center of the top half of the dark section of the upper back and on the pauldrons. I stress that this outfit should be replaced at the earliest convenient opportunity should SE make an accessible version of the Sekiseigumi uniform for SAM. These suggestions are to encourage some level of uniformity in appearance until such time we're able to farm or otherwise acquire the actual outfit. The Sekiseigumi NPCs in-game use the Baldur Katana available from Neverreap/Fractal Continuum (Level 60 HW dungeons). If, however, you're like me, and have real bad luck when it comes to drops, valid explanations for your non-standard katana are acceptable, i.e. a gift from family, so on and so forth, until such time that you are able to acquire it. Plus katana are hardly indestructible, so spares are not out of the question. LS chat rules: Please refrain from excessively engaging in topics such as, but not limited to... Real life politics/religions that might be considered unrelated to the nation of Hingashi/the Far East (for example, Abrahamic religions would likely be unrelated for the most part, whereas others such as Shinto or sects of Buddhism would not be) Topics of an adult nature such as sexual intercourse, kinks/fetishes, and other such subjects. Unsubstantiated rumor milling. (X told me Y did Z.) "Discourse" that may be occurring in-game or on third party websites such as tumblr or reddit, unless it directly impacts the linkshell, in which case I ask that a linkshell leader/owner be notified so that an investigation may be launched.
  7. The Qestir do seem to have their own written language as shown in one of the Reunion sidequest lines. Traders are given a "piece of vellum with Qestiri markings" to show that they're allowed to trade in Reunion. Whether this shows that the Qestir allow for written words, or if it's simply an exception to accommodate foreign traders is up for interpretation. Oddly enough, I read into that as being more as having, like... a wax seal of approval. There isn't actually Qestir language in long-form there, just them putting their stamp of approval on someone being there. More like a signature more than anything else, if that makes sense. Yeah, I agree with this. The "Qestiri markings" probably refers to their tribe symbol, like the stuff we see on the banners in the steppe, or the new furniture pieces, rather than a written language exclusive to Qestir. I'd like to point out that even pictographs are considered a written language. You don't necessarily need to have actual written words as in something like English. I admit I phrased my original post a bit poorly though. My original perception was something along the lines of hieroglyphs or some such.

  9. The "Duskwight Debutante" is involved in a sidequest wherein you are to hand out missives to foreigners. The quest giver even explicitly asks that you hand out the quest items to "merchants visiting Kugane from abroad".
  10. The Far East seems to be composed of the usual races. Hyur (midlander) and Raen is a given, a few lalafells (with eastern names) and a lot of roegadyn (also with eastern names) especially can be seen ingame. I have yet to see miqo'te (maybe there are some!), but the simple fact that Fernehalves hinted at them being there too, I think race isn't really a problem judging by what I see right now. Of course, you can never know when a contradictory lore snippet can come and tell you "actually, those samurai of Hingashi police are all midlanders" or whatever. It's sure that the game seems to mostly portray midlanders so far. In any case, good luck if you try that road for roleplay. Playing the upper caste having the right of life and death (like the Edo era Samurai), also in a role of city police, is probably tricky. Where are the Lalafells that you saw? I've only seen one Lalafell NPC in Kugane. Kikimo, which is a name that falls in line with Dunesfolk naming conventions, which, as best as I can tell, is what she is. Her employment with the East Aldenard Trading Company also points to her foreign status.
  11. Touching on your latter point, in universe, the Hyur/Elezen hybrid known as Hilda was looked down upon and discriminated against by the highborn of Ishgard. Ishgard being Ishgard, it's dificult to draw a conclusion of whether such discrimination is reflective in Eorzea as a whole. There's evidence to suggest that interracial couples are also discriminated against, the male Miqo'te and... I believe he was a Highlander male involved in Wanderer's Palace (Hard) were forced to leave their home due to their respective races (noteworthy in that they specify race and not homosexuality). These are, however, somewhat isolated cases, not indicative of a realmwide attitude. The lore team hasn't expanded further on such things in Eorzea, so far as I know, outside of those instances. There are some unknown details in Arenvald's case that would serve to better understand if er... illegitimate children born of rape during foreign occupation face discrimination. For instance, I believe he says that he left his mother so that she'd stop being reminded of her trauma, but I don't believe we know what age he ended up leaving her. It could, in theory, be possible that his was a self-perceived stigma at most, since he was fairly grown, if implied to be young, by the time he ended up at the Waking Sands; the horror of learning the circumstances of one's birth through such a traumatic experience might conceivably drive a person to flee out of a sense of profound shame/guilt, after all. On the flip side, it's possible that he was thoroughly neglected or abused throughout his childhood, his mother seeing him as nothing but a reminder of his father. The only thing that's known for certain in his case is that he is ashamed of his Garlean heritage for whatever reason. In short, in my opinion, there's insufficient data to conclusively determine whether there's a societal, realmwide oppression of "halfbreed" individuals.There might be, on some level, but there may also be not. In regards to your former point, it depends entirely on the context of the conversation and intent of the speaker and indeed, that of the hearer as well. It could be used in a racially offensive manner, or it could simply be used as a way to denote heritage. Context and intent are key, something that folks on tumblr often seem to forget in their zeal to find offense in anything and everything. Arenvald referring to himself as a halfbreed isn't born of some racial hate. He's simply stating the fact that he is of mixed descent. There might have been nervousness in his tone, but given the organisation he was introducing himself to, it's understandable.
  12. Disclaimer: Personal bias/interpretations sprinkled throughout. Also bear in mind that I've yet to complete the 60-70 SAM story or the complete SB MSQ. Some unmarked spoilers may be ahead so that the post may flow better. It would be possible, yes. Likely greatly difficult, but possible. I'd start with an OOC LS before taking any other such steps towards centralisation (I don't know if linkshells are used by Hingan forces, hence why I specify an OOC LS). As for race/character restrictions, based on the NPCs, it'd be majority male Midlanders and "Hellsguard" (in quotes as the clan name Hellsguard is an Eorzea-specific thing only, they just use the same models) Roegadyn Samurai with some Lancers bearing the Iwa-toshi weapon available from Ishgard. While there appear to be female Midlanders serving as well, it appears, from publicly accessible NPCs, that females within the Sekiseigumi are a minority, at least as far as I know, since I've yet to complete the 60-70 questline (Edit: Unless there's a mass of female Sekiseigumi in the 70 SAM quest, Makoto is quite literally the only female Sekiseigumi we see so far in 4.0. Whether this is due to an in-universe reason or because SE decided that like... two or three male models was enough resources devoted to relatively irrelevant NPCs, I cannot say. Edit: There wasn't a mass of female Sekiseigumi. Honestly I think SE just wanted to save on resources and used the same three models.). Which makes sense, in a way, as I don't recall the Tokugawa era or Japanese society in general at the time being particularly egalitarian towards women (I'm not a history or sociology buff, so take that with a grain of salt). There may be Archers as well, as historically archery's also been one of the samurais' main things, but I haven't seen any, though it's likely that they exist or that they've upgraded to gunpowder weapons. I do not know if there are Au Ra serving. Given that the available NPCs are all Midlanders or "Hellsguard", I'm disinclined to say that there are Au Ra Sekiseigumi, but as I've again yet to complete the 60-70 SAM questline, I cannot say for certain. In regards to opening the Sekiseigumi role to foreigners... I'd have to vehemently disagree on any non Hingashi/Kugane native peoples joining (Edit: it's mentioned that the Sekiseigumi is made up of commoners. None are from samurai stock. Edit: Kagetsu is from a samurai family.). Can't exactly stop people from doing it, but there's no evidence that I've seen to suggest such a thing occurring, and unless directly stated by a NPC that they accept foreigners (extremely unlikely and I'd be disappointed with the lore creators if they did), anything involving the WoL must be taken with mountains of salt due to their main character status. This is something of a tangent, but I've found that Westerners don't often seem to comprehend just how xenophobic the Japanese, and therefore by extension the Hingans due to their basis on Tokugawa era Japan, can be and are. While it's true that they may be welcoming of trade and such, bear in mind that that trade is restricted to one city and that foreigners who break Hingan law face extremely dire consequences (which may extend to the locals as well, I do not know for certain). I foresee Sekiseigumi roleplay being a rather difficult beast to handle, personally. It's explicitedly stated that summary execution is the go-to punishment for those who break the law barring physical altercations between foreigners. A certain Doman NPC likely only got out of it due to a combination of his profession and plot armor. There's also permanent exile, which is stated to be an uncommon method of dealing with lawbreakers. Arrest is a thing, but it's not stated what happens after and still likely ends in the death or exile of the foreign arrestee (Edit: having progressed a bit further in the 60-70 SAM since writing this, I must say that the likelihood of this is dependent on the intervention of a corrupt official given that the bakufu is apparently ripe for such. Edit: A sidequest available immediately prior to the Scions' return to Eorzea shows that the Sekiseigumi do arrest and jail criminals, though it's unknown how long the sentence would be or if it's just something used to hold criminals prior to their execution.). That said, Kugane is a trade city, like Ul'dah. Behind the scenes bribery of relevant officials for release or exoneration is a thing shown, though it's a somewhat involved process. On the spot bribery in the public eye is likely to be refused outright and may even result in the death of the person offering, due to perceived insults against personal and organisational honour. So in the face of such severe consequences... I personally expect that most RPers will outright ignore the law barring violence in Kugane (Edit: The same sidequest mentioned in an edit in the paragraph above says that foreigners have little regard for Kugane's laws, to my disgruntlement.). Sekiseigumi RPers will also likely be laughed at, abused, or blatantly ignored, similar to how things generally play out with Brass Blade RPers. Same with the consequences. Only thing you can really do is ignore the ones who godmod their way out of consequences and blacklist the people who do nothing but heap abuse on you. People are quick to rag on law enforcement characters because OOCly there's nothing that we can do to their character without them reversing the argument and accusing us of godmodding, so they grow bold because there's no perceived threat of consequences. Hence the high burnout rate of LE RPers, since more often than not, we have a negligible effect on a community that seems to be flooded with a "fuck the police/law" attitude. All that being said, I've prepared a personal armored up Sekiseigumi glamour for my character, seeing as how there aren't any gear sets as of yet that I've seen that look anything like the Sekiseigumi stuff (something I sincerely hope will be rectified in the future) and will begin RP as a Sekiseigumi as soon as I hit the requisite level as SAM. (To be clear, I'm going to be using my character to portray two different characters dependent on which region I'm in for the sake of convenience and to save money i.e. an Eorzea based character and a Far Eastern one.) I'm not done the entire story, but is there any example of them being in Doma proper? Kugane is ostensibly not a part of the nation due to their Swiss-like policy. I was under the impression that they only had jurisdiction and relevance in Kugane (but it's entirely likely I'm wrong). To my understanding, Kugane is a part of the island nation of Hingashi. The only relation to Doma is in that they are neighbors. The Sekiseigumi most likely would only have jurisdiction in Kugane itself, the immediate outlying area, and matters directly related to the port city, and further outlying Hingan areas would fall under the control of bakufu (governmental) forces, though there are, of course, likely exceptions to the rule.

  14. Disclaimer: Information may be misremembered or misinterpreted. Yes, they could be fought by normal people, though generally with heavy/significant losses. As in, people would have to throw an army at the primal and hope for the best. The Garleans might have the firepower to put down a lesser primal, though I'm unsure of that. Of the primals, only Ifrit and Leviathan actively temper members of the Five Races (tempering and drowning respectively). Titan generally doesn't temper. Garuda attempts it as an act of desperation when the WoL first faces her. Ramuh has tempered the majority of the sylphs, though without ill intent. I don't think it's stated if the Mogglesguard, Gnath, and Vundu were tempered. Zantetsuken tempers whoever picks it up and turns them into Odin. Of the Warring Triad (who were all killed by the WoL and lack the worship to be brought back), Zurvan was noted to temper Garleans that were simply in its presence. Can't speak for the SB primals. For those without the Echo, tempering is not only a possibility, but almost a certainty in the case of Ifrit and Leviathan. Likely Garuda too. Honestly, I think only the WoL and his cadre of elite adventurers have a sufficient power level to take on primals with relative ease. For everyone else, they'd have to be part of a fairly large mercenary company/similar organisation, and even then most of them are probably going to end up as casualties. Plus if a single person is able to fight and defeat a primal (like the WoL did), the Scions and the GCs are going to swoop down on them and snatch them up quick (like what happened with the WoL).
