Okay, this information is probably available somewhere on these forums, but I'm struggling to find it. If it's obvious, and I missed it, I apologise for this post if it seems kinda spammy. 

I'm playing on Balmung, I'm brand shiny new, and am just about coming to grips with where the main RP hot spots are. My question is if the housing districts are used at all for open world RP, and if so, which ones? I've noticed plenty of FCs use their housing as headquarters (which is awesome), but yeah, I'm curious as to if the streets of certain wards are classed as like... RP neighbourhoods?

The Lavender Beds Ward 7 is often quiet when I ride through Yainu Par toward the house (and I'm in the default neighborhood rather than alternate aetherite neighborhood which I can't speak for). I do sometimes see roleplayers around Yainu Par and the pier though. I know that we Bramble Lodge people from MQ are RP-friendly. If there are other roleplayers active in Ward 7, I'd like to get to know them as well. So I suppose this is one shout-out for Ward 7 of the Lavender Beds as one of those 'unofficial-official' RP neighborhood especially if others would like it.

Not certain how up to date and correct it is, though.
I can only speak for the goblet but there is often activity at the various brimming hearts and in the countless rp houses.

As far as districts it wouldn't make a ton of sense to have one district designated over others. FC's and personal houses are spread out everywhere - and not necessarily by choice sometimes so much as availability. I'm in a subdivision for my personal house which is icly both a shop and residence that I use with someone else very frequently - as well as have had others rping there often. Yet, because I'm in a subdivision there's not a whole lot of general traffic there besides a couple other personal rp houses and two active fc I know of rping there. I think most divisions are kinda like this overall.
Speaking from my own personal experience, finding random, open world RP in the housing districts is possible, but difficult and unpredictable. With so many houses spread out over so many wards, and no guaranteed activity from FC members, there is a lack of a centralized "spot" for people to gather and mingle randomly on a day to day basis. There is only one Quicksand, one Drowning Wench, so they make for a much easier point of congregation for random open world RP.

Now, walking into an open RP FC house is probably going to be your best bet, and is usually very fun and pleasing for both yourself and whatever FC members may be around. Alternatively, if you wanted to find some random RP on the beaches of Mists, you will probably have a much harder time. Not that these places are not used for RP, but they are usually planned in advance, or utilized primarily by nearby FCs. Unfortunately, in most wards (which are always a mix of RP, PvE, Social, and Abandoned houses), the streets are rather dead with the exception of the occasional passerby.

We had wanted to make Ward 3 in all housing areas to be RP neighborhoods, but due to the limited amount of houses and them being in huge demand, those plans kinda fell apart.
Best bet in my opinion?  A combination of looking through the Linkshell/Free Company listing to see which houses are Inns/Bars and the like, and also checking the events page on RPC.  If you see an FC/LS which adverts an OOC shell, feel free to ask for a join and that can give you some access to events going on there when possible.  I also suggest looking around for general RP OOC linkshells, as these have a diverse group of RPers who may be able to give notices on when an event is going on that is open to any RPers (which often take place in the housing districts).
