Anything is possible in a fantasy land. Garlemald itself used to be an insignificant piece of rock until they discovered technology way ahead of their time and used it to usurp a large portion of Hydaelyn. So sure, it's possible. If it's likely..eh..depends. Eorzeans are rather good at infighting and it doesn't really have powerful leadership.
