Quick yes or no question! Please cite sources. Does slaying a primal release any people tempered by the primal?
It does not. Source: the Ifrit normal mode quest (lv~20 MSQ).

Tempering is apparently permanent, and the only way to ensure that the Tempered will not continually bring their Primal back every time it is slayed is supposedly to kill them.

This is quest text from the MSQ Quest line Lord of the Inferno. In short as it states the slaying of a primal has absolutely no effect on the tempered themselves. Their minds are given to the primal themselves, and so far we have been given no proof of anything contrary to that fact. This is why it is a rule of thumb for all of the Grand Companies, that all tempered victims must be put to death. Something that is once again reflected in that same quest line.
