This is quest text from the MSQ Quest line Lord of the Inferno. In short as it states the slaying of a primal has absolutely no effect on the tempered themselves. Their minds are given to the primal themselves, and so far we have been given no proof of anything contrary to that fact. This is why it is a rule of thumb for all of the Grand Companies, that all tempered victims must be put to death. Something that is once again reflected in that same quest line.

Spoiler Even in the latest 4.1 quest line. The tempered Ananta come to Ala Mhigo under the pretense of working together, and many npcs voice their concern because Tempered cannot be trusted. This of course is further proven to be true as they once more summon their primal and attempt to turn everyone into Thralls.
