Full Version: Will Revenant's Toll become a City State?

With the rate it is growing it seems like it very well could be. Just my speculation. But is it something that could possibly happen after it gets big enough?

Depends on who or what else decides to populate it. Right now it's a Doman refugee workplace and housing area, and staging location for the Crystal Braves, the Scions and myriad adventurers seeking to assist both.

I don't believe it'll achieve any sort of autonomy as it doesn't appear to have any governance deeper than "Earn your keep and don't be a dick". It also strikes me that they've taken in all they possibly can. It's just a REALLY big outpost and will likely remain that way for a long while, if not indefinitely.

Well if it is taking in lots of new people, then eventually it will have to create some form of government to keep things civil. Because a camp filled with refugees and adventurers of large amounts may be in some trouble if there is a quarrel and no governance to handle it.
It's certainly a possibility. Though at the same time once the attention shifts to Ishgard and adventurers/mercenaries are finally allowed there then a lot of those currently settling in Revenant's Toll may very well end up moving closer to the action.
So while there's no true form of government in Revenant's Toll yet, the Camp is lead by representatives of the Adventurers' Guild. You meet them briefly after the Scions relocated from the Waking Sands to the Rising Stones in the MSQ. As the Camp is a center for Adventurers from the Guild and now Doman refugees, funded and supplied by the Scions, the Sons of Saint Coinach, and now the Crystal Braves, it is likely that in some years, Mor Dhona may become its own city, if not eventually a city-state. Mor Dhona is currently not occupied by any of the other city-states so the land is free to claim.

Even Rowena, who used to be under the employ of a mysterious Ishgardian collector (yes, that's actually where your tomes and rare primal bits were going) has now apparently made enough business off of Adventurers that she has set up her own facility, which now features a bed & breakfast cafe (as per 2.5), crafting facilities, and seems to be the backbone of the labor for building the camp. So Rowena may also be co-funding the construction of the Camp.
I personally doubt it. Mor Dhona is practically uninhabitable outside the post unless you're a dangerous animal who loves drinking Morbal infested water.

If it did become one I don't see any rp happening around it because that place is endgame heaven.

for the next 3 months, maybe. come heavensward,endgame will move to a new zone.

Above Rowena's House of Splendors. First door on the left as you enter has a staircase leading up to the upper decks of Mor Dhona. Rowena's new cafe of Splendors is up there, which apparently Godbert Manderville and Momodi frequent occasionally.

Considering revenants toll originally was like literally a campfire next to an aetherite, I'd say it's possible that it might become a fortress, if not a city state of its own. But also considering its close proximity to surrounding danger from all sides it would beg the question of how exactly they would go about making it more friendly to actual occupation. I for one am pretty certain there wouldn't be a residential district there any time soon, for example. 

It does seem to be a quickly escalating superpower though so fortress might be accurate, especially if the Garlean deeps are going to be removed some day(also unlikely, but this is kind of speculation heaven).
The City-States would be happy for Revenant's Toll to become a city - and possibly even a city-state proper - and have been implied to be investing in it for their own vested interests.

As long as development in Mor Dhona flourishes, then they have a place to send the waves of Adventurers that they either don't want or need, as well as the fact that it provides another outlet for establishing trade and relations with the Ishgardians. More specifically, though, as long as the Toll is there, then the Garleans have a major road block that is in their way for exploiting greater Eorzea. Its proximity to Castrum Centri makes for a major road block that would cause them to fight on two major fronts if the camp becomes something significant. The fact that the Domans have take residence here also makes for a significant bump in the probability of it becoming a major city (if not City State), just because the number of survivors already made up a portion of a City-State in the first place. Regardless of what happens to Ul'dah to make it better or worse, a large number of displaced Calamity and Mhigan survivors are likely to end up being drawn to Mor Dhona as well.

The recent addition of the Doman housing items also had me thinking, specifically the Doman partition. The other partitions all match an intended housing district style, but this new Doman one does not. It got me thinking that this might be a sign that at some point they want (or wanted) to make Toll a proper city with a housing district with housing interiors that this partition would (or would have) match(ed).

The influx of Doman refugees and their wanting to make the Toll home and the size it is growing to is what made me wonder if the Toll would become a city state Tongue
