When in doubt /tell. That's probably the best I can give you being one who knows how fickle /say RP is.Â
Establish some sort of OOC communication and just bounce it off from there.

If you don't send a tell and just go for it, just keep in mind that you may be given the cold shoulder or a blunt reply ICly. It doesn't necessarily mean that people want to ignore you, but that it's in the character's nature to do so(or they are just in such a state/mood that they do so anyways).
