As far as things were concerned during 1.0, the only people permitted to come and go as they pleased were Ishgard's various orders of knights and high ranking officials, such as Lord Aymeric. The gates have been barred to all outsiders, and though normal citizens could leave, they would not be allowed back in if I remember correctly. I don't have any real ideas for that scenario. I fear from that I've managed to gather, the Astrologians are just as annoyed at outsiders as any other Ishgardian. In fact the head of the Observatorium in Coerthas wishes for outsiders to stop entering the tower, if it were up to him. They are happy enough to accept students though, but only those from Ishgardian soil. Outsiders won't be taught a thing until Heavensward hit I fear. So I fear your Miqo'te has to have Ishgardian roots before the city shut off for outsiders in order to be allowed into the Observatoriums and learn the craft. And otherwise? Half Life 3 confirmed. For serious though, I did that quest maybe a hundred times and I literally never made the connection. |
