Which leaves how can they be transferred to Balmung? If its closed and such things? Perhaps I am wrong and reading it wrong or just not understanding. I'm willing to pay for a transfer for a few alts but I'm curious if it would work.
While it says this, I've yet to see a transfer to Balmung rejected.
I have a character on Ifrit that was made back on 2.0 launch that I never use. Mogstation let me go through all the steps to transfer him to Balmung just now, which I cancelled on payment options.

Oh I was obviously teasing! That bit of follow up was actually nice to hear, I mean I actually just kinda assumed they were telling the truth so I wasnt being as thorough, but now I have more of a confirmation so that's nice.

Your best bet is to level a character to 30 on another server. At this point, they are eligible for a transfer so long as you are not a member of a Free Company or don't have items for sale on the market.

You don't need to be lv30 to transfer.
You only have to have had a character that's past the basic first quest (can see other players) and has been alive for 72 hours.
