The GS tab is greyed out for me.

Shouldn't be, but you do have to open it up via a short quest line. I think the tab becomes active when you open up the Triple Triad.

It's a level 15 thing. Head to Uldah, then exit the main aetherite chamber and keep heading straight. You will run into a quest giver who will start you on your way to the GS.
