Well its 3 games and you need one game as well. Wont work without an original disc in the system.

I'm actually more excited it will lead to a cheat code system, but cheating is wrong I hear you say!
So is putting content on a disc and having to pay an extra fee to unlock that after you've bought it...
Capcom I am looking at you... £10 for alternate costumes in SFIV that are already on the disc my ass....
