But you can get close. Look for the Rainmaker's Tunic on the market board. The design is identical, but the color of the sleeves are purple. You can only dye the main section. Boarskin Moccasins (from crafting or market board) are very similar to those boots. The Serpent Sergeant's Moccasins from the Adder's Nest may look closer to that design, but I don't think they are dye-able. The pants are some kind of trousers, almost all the types of trousers below level 50 look like that. The gloves look like some kind of half-gloves or fingerless gloves. There are several kinds on the market board. There are half-marks at much higher levels, and a full Ash Mask at a relatively low level. Both types can be found on the market board. Some might be special drops. The bow is a composite bow, and there are several kinds of those also on the market board. With the "Try On" feature, you can search the Market Board to see what it all looks like. Most of it should be pretty cheap, but again, it won't have the same exact colors and textures of that outfit. Dying and similar gear can simply get you close to that look.

Yeah, sadly that and the Wood Wailers' outfits seem to be only for NPCs.

I do know there are exact matching boots and those same colored pants available but yeah, the shirt color scheme is unobtainable, as far as I know.
