I just bought the game but they are both locked. Wtf lol.  Do they open up periodically? Do I need to just sit and constantly refresh?

For me the magical time of day to make a character without incident was in the morning. I'd suggest trying then.

I second Ermina.  I typically only play early mornings (EST), and since the maintainence a couple weeks ago I have had no issues rolling on Gilgamesh (or Balmung if I had chose to) or logging in.  However, in the evenings when I do get to play I sometimes get a queue for Behemoth but not Gilgamesh.
