I've looked everywhere, but I can't find any place to register or download the client or anything. What am I missing here?

If you participated in any of the other betas, you just log in to your account like normal.
If you have not, I believe tomorrow you can go here EDITED WITH UPDATED LINK: http://entry.ffxiv.com/beta_regist/na and click the link at the bottom that says Proceed to the beta test application site. The site is closed right now, but says it will open when beta 4 officially starts (tomorrow).  You should be able to sign up there to gain access.

Ahhh, alright. Thanks. I just figured I'd be able to register / download before it actually starts. Guess that's not the case. :[

Do you have an account with an activated beta thingy in it? If you already got the email with the beta code and stuff, and made your account then all you have to do is go into the forums and download the client and you're golden. If you haven't gotten the invite to the beta then you'll have to wait till you get that invite unfortunately... Least I think that's how it works.

I don't have an activated beta thingy, no. :[ I'm getting this message:Â
"As of July 22, 2013, 2 a.m. (PDT), we have temporarily closed the Beta Tester Application Site in preparation for Beta phase 4 (final Beta Test). The site will reopen once Beta phase 4 begins."

I was in the same boat. As of 85 min ago though you can register. Go here http://entry.ffxiv.com/beta_regist/na (If you are NA at least). I was able to get in just fine.
