I know it's been established that some Xaella tribes have the ability to be aquatic, but I've been thinking about the Raen and if we can say as to whether or not they too could be on some level of having a water affinity just less rough in a sense.

Let's say when trying to think the possibility through that when the Raen and Xaella split that both sets of ancestors had a water orientated tribe upon the split. Xaella maintaining their more primal state would stay within the actual boundaries of the water while aquatic Raen would split and live aside the water in peaceful more civilized settlements. Yes the affinity and ability to traverse water could of still been honed over the generations giving them powerful tails to swim with still, but only using the water for fishing and as a possible hunting ground. I know the lore on the Raen is somewhat thin on the aspects of this type of idea, but would it be lorebreaking to assume this a possible theory and scenario for a riverside Raen settlement?

With how all final fantasy universes tend to embrace the elements within cultures I can see this being a plausible option for character lore. Honestly though I need opinions on the matter.

Something to keep in mind is that the Ejinn, the Xaela tribe you're referencing, likely develop their aquatic skills through practice and training--it's less about the tails, and more about holding their breath. Something like that? You hone. They just have tradition placing a greater importance on it.

If you want a Raen who's more comfortable/adaptable with water? I see no reason why they can't be, and there's a variety of reasons/explanations you can use.

I figure it would be something that was trained and honed as well. The muscular tail given not only to genetics but years of swimming, an increased perception of underwater vibration and currents from spending a suitable amount of time to learn the subtle differences and feels.

It's something I'm very fascinated with. It seems totally doable to me but since lore is so thin I worry about becoming unrealistic!

I don't see why a Raen can't be just as skilled. Maybe they come from a fishing-oriented family and developed the same type of attributes through years of hard work--might even have a small home by the One River.

So go for it! Sounds like you're excited, and I don't see a single issue with it. Fishy Raen, go.

Since Raen come from a mostly Japanese-inspired society, being a pearl diver, or ama, wouldn't be out of the question. That could be a possible explanation for a Raen who is very comfortable with the water. It's the background and profession I chose for mine!

Adding to what has already been said above, the Au'ra come from Othard, and the Raen especially from the city of Doma or the island of Hingashi. Both those feature a lot of river and coastal access and I don't think it would be a stretch to imagine that fishing and sailing are as important as they would here.

Added to the fact that Stormblood will feature quite a bit of underwater scenari, I think you are pretty safe in going for a background of someone that has always lived directly in contact with the sea for everything in their everyday life.

Seeing as how the Japanese were shaped much as a civilization due to the fact they live on a big island I think it's fitting for Raen to also play into that in some shape or form. I appreciate everyone's opinions given on this manner and will start tweaking together her Family's traits and traditions into a fitting description and format!
