To be fair, those are crimes that'd happen in most cities, except maybe Gridania since they don't have hints of that... at all, which is more disturbing than anything (also rapin' and murderin', I'm fairly sure, would be a crime handled by the Yellowjackets moreso than the dudes of the Dutiful Sisters).

Still, I expounded on that whole "fuck Ul'dah" thing and it's primarily because of the MSQ. Typically if your story makes me want to headbutt everything in close vicinity it is not a good way to present your city.

There are rapists and murders in Gridania too, unfortunately. Toto-Rak used to be a prison specifically for Gridania's worst criminals, such as rapists, murderers, arsonists, and poachers. And in the latest Moogle Delivery quest there's a couple Wood Wailers who... erm... wish to forcefully elicit favors from a Keeper Miqo'te. Evil people and people who do evil things are in every city. No city is without some pretty horrible sins and sinners.

I think what makes Ul'dah stand out so much to a Western audience is that it's society is relatable or at the very least recognizably similar to our own to some degree. Ul'dah is a Capitalist nation where the top 1% controls 99% of the wealth. There's a ruler, be that monarch or president, who is checked by a council or congress who is funded in large part by the top 1%. Everyone has the opportunity to achieve wealth and prosperity, but few ever actually do. So I think as a Western audience we really hone in on Ul'dah and scrutinize its flaws more than we do the other nations.

Thought poachers was kill on sight/capture, and I did MDQ first day of patch so I don't remember much of it. (I love MDQ).

And for your second point, it doesn't help that MSQ concentrates on Ul'dah in a very unproportional manner. Other than the lead up to Leviathan and Ramuh, it's pretty much been Ul'dah and its relations to Mor Dhona. Whereas if you never want to level Rogue, you're not gonna see the Bloody Executioners much.
