I'll play around with this later, but I'm pretty sure it's an "all or none" fix, and I don't want to disable non-party effects completely. I still like walking around and seeing and hearing life and the sounds of battle and such. Just those two in particular are most aggravating to me (Holy and RoT), particularly when spammed in a safe haven without any good reason. Would be nice if S-E would disable their functionality in Sanctuary areas but I don't ever see that happening.
