But my big question would be, would Ishgard even know where to begin looking for these men?

That was during the 2nd Garlean Invasion, when the VIIth Legion and the White Raven was once again preparing for Project Meteor.

Most of the remaining VII Legion did die in Cartenau when Bahamut was released from Dalamund. Not sure if Ishguard would be aware of that since it was busy with its own things. However, they might still have more prominent figures from the Legion that showed up on the field during its time in Coerthas listed perhaps?

Mainly poking at you to see if they'd go after Ex Garleans / Garleans in Hiding as well as Heretics or only Heretics.
