In terms of graphics settings, I play on a slightly modified version of Maximum (reflections and shadows turned down with occlusion culling on) and the only nipple-ish things I see on L'yhta look like artifacts of the character model. Depending on the angle, when she's wearing the Hempen Camise, there's a few vertices that, um, "pop out" and could be interpreted as nipples, but after looking closely, I really think it's just due to a low poly count. In the Cascadier top, I don't see anything that could be charitably described as nipply.
Garuda is an interesting topic. To Mae's point about anthropomorphic art, and given what we know about Primals (they're given form by the prayers, wishes, and Aether of their worshippers), I'd argue that when a Primal like Garuda does have breasts, it's because they're there to establish sex and, perhaps, because the Primal desires to appear as what it considers attractive. In short, the Primal's form is a sort of art and not indicative of an underlying biology. I mean, after all, Primals are just congealed constructs of Aether.
