My personal opinion : They're in the game, let it rock, dodge/deflect if you must, treat it same as we do OOC - we don't know. Dragoon should know but if they're Ishgardian they're either sworn to secrecy or they themselves don't know.
Although... if Kell were to meet a dragoon he might actually want to learn that because of how strange the fact that nobody knows is.
