The same argument could be applied to Garlean RPers.
That and the behavior/reactions of Yugiri and the Domans don't seem to suggest that Othard is centuries behind or ahead of Eorzea in terms of technology or basic common sense. It was pretty much just "wow, new areas", "wow, foods I haven't had", "wow, Primals", and "wow, birds that are horses!" if we count Oboro's commentary on chocobos. That was all attributed to simply being a Doman foreigner. You don't really need racial infliction to convey any of that.
Does a person need to be aware of a race's stereotypes to RP it? It helps with authenticity when dealing with racial-specific issues and subjects, yes. But if you're actively avoiding those... then what's left to be required to know?
