I would say 5-6 AM but like I said, it's less guaranteed. The 100% guaranteed way is just paying your character to be transfered to Balmung, or the more risky but more guaranteed way and free is to wait for a maintanence. I would say keep trying for the morning until a maintanence happens, or if you're willing to spend money, make a character anywhere and pay. Ququki Quiki Wiki
