The Quicksand is the first place I can think of! Also, if you read the service requirements, you might have missed a few in trying to transfer your character and that might be why they didn't show up. Make sure to read 'em! The most likely possibility is that you didn't complete the first few quests or the character isn't 3 days old, I'd think.
