Yes it is, but I've been told the RP is still pretty active over there, although I don't think it's as public as it is on Balmung. There's a neat Making Connections thread which might help find others in hiding.

There's a server transfer option in the Mog Station if you find Gilgamesh a little quiet for your liking, but it costs $18 and there are some conditions to transferring regarding max amount of gil and stuff.
