They willingly participated in the Eorzea Alliance before and after the Calamity, they took part in Project Archon, they actively enlist the aid of adventurer's through their resident adventurer's guild. Ishgard does none of these things, and the only reason they were EVER a part of the Eorzea Alliance was because everyone else convinced them that Ala Mhigo would come for them next after conquering Gridania as the next closest citystate.
