It has long been my theory that the book portion and now the dungeon item portion are designed to keep people running through the Duty Finder. Nearly every book requires you to continually flag low, medium and (then) high level dungeons. The lights portions are typically done through primal farming. The new dungeon items keeps people going into dungeons no one wants to run (AV and DZ) as well as a number of entry-tier and farming-tier dungeons.
Remember, patch 2.1 forced players into Guildhests and made you forcibly run Qarn Normal. SE's been clever in masking how they keep people making the roulette run smoothly, but I don't think it's any secret these grinds are catered towards making sure everyone's got someone else to play with.
