The pre-order code is used on a specific website to get the Early Access code. You will not get a pre-order code if you order on the SE Store. Instead, you get the Early Access code directly, about 30 minutes after you get the purchase confirmation mail. You can enter that code directly in your mog station, or on the PSN Store if you ordered the PS4 version. You will receive another email notifying you when you can redeem your Early Access code.
After your Early Access code was sent, you can also see it here: http://eu.square-enix.com/en/account/ by clicking "View your FFXIV Heavensward early access" on the right side of the screen.
