I like to do it simply to see what the other person is like OOC. I love seeing the contrast between a player and their character -- how are they alike? How are they different? Not only that, but I have made a few wonderful friends by approaching them OOC first... and then they became one of my character's regulars.
I especially feel like it throws out some tension when you play a brash, unpredictable character. If anything, I find it useful as to ensure folk aren't made uncomfortable.
The most practical reason for it is to check whether or whether not they're IC; not everybody is a heavy roleplayer and IC at all times.
By the way, I thought Klinzahr's advice was really great.Â
