This adds to the already heady anti-Ishgardian atmosphere due to the Scales plot (I realize that is only canon for those of us accepting it, but it is so for Aya). The city is looking as uninviting, as unfriendly, and unsafe as it ever has. Aya's conversations with an old Ishgardian acquaintance has opened old wounds. Things are not well; things are not peaceful.
