I'm not able to give any FC recommendations at the moment, but you might be interested in some of the bigger linkshells like Open RP and Friends of Momodi to find people!
I'm not sure what it's like on Ultros, but there's also a wealth of RP that can be found around each of the cities. (Although Ul'dah has tended to be the biggest RP hub, one reason or another).
