Padjal horns start from the back of the head rather than the sides, and have more of a woodland creature texture than anything - they aren't asymmetrical. If so that's a bug I think.
The actual gray-white leaf thing isn't a horn, but a weird Gridanian ornament that Seedseers seem to wear. Which isn't accessible in-game (obviously, but ya know).
So with that in mind - I'd advise against trying to pass off an Au Ra as a Padjali. At best you're trying to recreate the ornament with their horns which is kind of... not that? Best bet is still midlander Hyur with child-like features, and big poofy hair if we can find a proper haircut (if you have O-App-Pesi or E-Sumi-Yan's horn patterns a large amount of hair would hide those well).
Granted that would likely go against what they want to do, but yeah.
