If there are sources near by, she could assume the glass is half full. If there are no sources near by, she can only assume the glass is half empty as evaporation would soon be rid of it all.
Now, if it is in a place where it rains a lot, and the glass is exposed to possible rain, it could be seen as half full as it may never be empty. If its in a place where rain is rare then it is half empty as it may not be full again until the next rain.
If it's in a place where rain is moderate, she would need to do meteorological calculations to come to a theory.
