Consider this: None of the Primals in the game currently share backstory with any other instance of the same name in any Final Fantasy game, ever. The small exception could be made for Ramuh, who is always written as a Judge-like character, but his role in XIV is specifically to protect the Twelveswood (a place that doesn't exist in other games).
You're hedging huge parts of your already-immense backstory on the fact that this one guy will resemble his XII counterpart.
There's not a thing wrong with this! It's just "risky" because we know we're going to see more of Zodiark in the future. If your interpretation is wrong, then you're kind of hosed.
Makes me wonder, though: Zodiark is only now ascendant in the storyline, culminating in the reveal at the end of the 2.0 main story. How strong would it have been during Carteneau, when the power of the Twelve was on full-blast?
