Aka the Company of Heroes had to fight many of the early primals. So the grand companies are in fact rather new and still have some growing to do.
I am sure we shall see elites from them more frequently as the story goes on.
Off topic: Before the Garleans came, there were no primals to deal with. Silvertear Lake was stable and Midgardsommr was alive and well. Some beast tribes (iirc, a term the Garleans made) lives peacefully in the cities!
