Yes, it's defunct, but technically it's the only citizenship Rhostel has. (According to some bits of ingame dialogue, actual Ul'dah citizenship requires quite a lot of wealth to purchase, if you're not born to it. Many residents and Immortal Flames members are not full citizens and may not have any ambition to such.)
