I'm not sure if this answers your question completely, but typically, on large patch drops, at some point after start of maintenance but before completion, usually somewhere around the half way point, upon attempting to log in, it allows you to start downloading the actual patch content. I'm thinking that the data will download for everyone, since gear and levels will need to be visible to all people, regardless of early access or expansion ownership.Â
