Given that the download doesn't seem to have started already on PC, I would guess that it will become available like other patches when the servers go down for maintenance at 2 AM PDT on Jun 18. Admittedly I haven't seen anything to confirm that one way or another, and the notes above are from June 5th, so things may have changed. But it does seem to fit the pattern.
