Housing is one of the few things that FFXIV has screwed up badly in my opinion. If they ever add a new housing district then they need to limit the amount of houses that a player can own in it to one per server, per account.
Personal rooms are decent but they still end up with the unfortunate situation where players are locked out of playing around with exterior decorations. Wildstar's housing model was brilliant - it was unlocked fairly early on, everybody could get one and the time/gold sink was limited to specific pieces of decoration rather than essential stuff.
I think housing is going to be one of the biggest controversies as the game moves forward unless we get some confirmation that it's going to be made accessible. I have a feeling it won't be, though, if only because of technical limitations.
Another issue is that on a server like Balmung there's no houses free aside from those that people own and sell - so whilst the base price might be, say, 10 million gil (which is already very steep for anybody not investing in crafting/gathering) they're being bought up and sold by rich players for almost twice that price or more.
...and on servers where there aren't a lot of players they're just gathering dust. Yet people are unlikely to transfer there purely for housing when they've friends and connections on their current server.
