I have a semi-reformed heretic and recent repatriate, Evangeline Primrose. She is a disgraced noble who has returned to Ishgard now that the Inquisition seems to have fled. She can be found among the Brume, helping the poor and powerless rebuild after the recent attacks. If you run into her she'd be happy to give you a tour of the crappier places in Ishgard, and lecture you on revolutionary politics.
