Yes and no. Square Enix has not, and probably will never actually designate any server as an "Official RP Server".
Balmung and Gilgamesh both seem to be rather full right now, as the expansion has done quite a number on our populations (for both RPers and non-RPers alike).
Smaller communities have been developing on some less-populated servers such as Jenova and Siren (and others, but my brain is mush right now). Usually right before/after a big patch (and now expansion), the populations of most servers shoots up, and then they stabilize. We're -just- starting to have some stability on Balmung, as far as I can tell. (No lobby server crashes, queue doesn't last forever, etc).
Generally, the easiest time to try making a new character on a high-populated server is when the most people are logged out. This is typically right before/after a patch or maintenance or during the early American morning on weekdays (when most people are whether asleep or at work). ...but given summer vacation, this is not as reliable as it would be.
